The Top Toy Manufacturers in China List! What the Factory Lists Don't Tell You

China produces roughly 70% of the world's toys, with Guangdong Province alone responsible for over half of global output. If you are sourcing toys, China is almost certainly on your shortlist. The challenge is not whether Chinese factories can make your product, but finding the right one among thousands.

Below is a list of established Chinese toy manufacturers organized by product category, followed by practical guidance on vetting suppliers and on when to consider alternatives, such as Vietnam.

China's Toy Manufacturing Regions at a Glance

Understanding where toys are made in China helps you find the right factory faster. Production is concentrated in three provinces, each with distinct strengths.

Guangdong Province

The undisputed center of Chinese toy production. Shantou's Chenghai district alone houses thousands of toy factories specializing in plastic toys, RC vehicles, action figures, and electronic toys. Chenghai accounts for over 50% of China's plastic toy output and roughly a third of global supply. Shenzhen and Dongguan focus more on higher-tech products, including smart toys and electronic learning devices. In our experience sourcing toys from this region, Guangdong factories generally offer the broadest product range and most established export infrastructure.

Zhejiang Province

Known for wooden toys, educational products, and plush manufacturing. Ningbo and Yunhe are particularly strong for wooden and eco-friendly toy production. Zhejiang factories tend to have strong relationships with European and North American buyers who prioritize sustainable materials.

Jiangsu Province

A growing presence in plush toys and higher-end crafts, with factories in the greater Shanghai area offering strong custom design capabilities. Production costs are generally higher than in Guangdong or Zhejiang, but quality control and design sophistication often reflect that.

What to Know Before Using This List

This list covers some of the more visible and established toy manufacturers in China. It is not a comprehensive directory, and it is not meant to serve as one.

From our experience helping thousands of clients source products across Asia, one of the most common mistakes buyers make is treating online factory lists as a shortcut to finding the right supplier. The reality is that many of the best-fit factories for your specific product, order volume, and quality requirements will never appear in an English-language online search. They do not maintain English websites, they do not list on Alibaba, and they are not actively seeking new foreign clients because they are already at capacity with existing orders.

The manufacturers listed below have established track records and export experience. They are a reasonable starting point for understanding what is available in each category, but cold emailing factories from a list rarely yields the best results. Factors such as your target price point, order volume, compliance requirements, and product complexity all determine which factory is the right match. If you want a more detailed walkthrough of how to find toy manufacturers in China, including platforms, trade shows, and vetting strategies, we have a separate guide.

Plastic and Electronic Toy Manufacturers

Guangdong Alpha Animation and Culture Co., Ltd.

Location: Guangzhou, Guangdong Specialties: Action figures, animation-themed toys, educational toys

One of China's largest publicly listed toy companies (Shenzhen Stock Exchange). Alpha operates its own animation studios and produces toys tied to proprietary IP, including the popular "Pleasant Goat and Big Big Wolf" franchise. This vertical integration of content creation and toy manufacturing is relatively rare in the Chinese market. Best suited for brands seeking licensed character merchandise or animation-themed products at scale.

Shantou Chenghai Pengcheng Toy Ind. Co., Ltd.

Location: Shantou (Chenghai), Guangdong Specialties: Remote-controlled toys, educational toys, sports toys

Based in Chenghai, the world's most concentrated toy manufacturing district. Large-scale production capabilities with established export channels to multiple continents. A reasonable option for buyers looking for RC vehicles, drones, or battery-powered toys at competitive prices.

Huada Toy Co., Ltd.

Location: Shantou, Guangdong Specialties: Action figures, electronic toys, educational toys

Long-established Shantou manufacturer with experience producing for international brands. Offers OEM and ODM services across a broad product range. Can handle multiple toy categories in a single production run, which is useful for buyers with diversified product lines.

VTech Electronics (China Manufacturing Operations)

Location: Multiple facilities in Guangdong. Specialties: Electronic learning toys, infant development products, interactive educational devices

VTech is a global publicly traded company (HKSE: 0303) and one of the world's largest electronic educational toy manufacturers. Their China operations produce the majority of their product line. VTech is a brand manufacturer, not a typical OEM partner. It is listed here because its facilities and quality standards represent a useful benchmark for what "best in class" looks like in Chinese electronic toy manufacturing.

Shantou City, Chenghai Area, Yicheng Toys Factory

Location: Shantou (Chenghai), Guangdong Specialties: Dolls, action figures, educational sets

High-volume Chenghai factory with diversified production across several toy categories. Supplies both domestic and international markets. Worth considering for importers seeking dolls and figures at volume with competitive MOQs.

Building and Educational Toy Manufacturers

Guangdong Ausini Toys Industry Co., Ltd.

Location: Guangdong Specialties: Building blocks, construction sets, educational kits

Produces building block sets comparable in style to major global brands, but priced lower. Focused primarily on educational value and cognitive development through construction play. A common choice for brands or retailers seeking private-label building block lines.

Ningbo Tooky Toy Co., Ltd.

Location: Ningbo, Zhejiang Specialties: Wooden educational toys, eco-friendly toys

One of China's more established wooden toy manufacturers. Uses FSC-certified wood and non-toxic finishes. Products include shape sorters, puzzles, activity tables, and Montessori-style learning toys. Strong presence in European and North American markets, where demand for sustainable toy materials continues to grow.

Plush Toy Manufacturers

Zhejiang Mulolo Toys & Crafts Co., Ltd.

Location: Zhejiang Specialties: Plush toys (various themes and sizes)

Focuses on hypoallergenic, non-toxic materials. Produces custom plush designs for both international and domestic brands. Capabilities include standard plush, weighted plush, and licensed character plush. A solid option for brands that need custom plush development with a focus on child safety certifications.

Shanghai Oriland Toys Co., Ltd.

Location: Shanghai Specialties: High-quality plush toys, custom-designed stuffed animals

Shanghai-based, which typically means higher production costs but also stronger quality control and design capabilities compared to smaller provincial factories. Offers full custom product development from concept to finished goods. Best for premium brands or companies with specific custom plush requirements that need close design collaboration.

Wooden and Eco-Friendly Toy Manufacturers

Wenzhou Times Arts & Crafts Co., Ltd.

Location: Wenzhou, Zhejiang Specialties: Wooden toys, DIY craft kits

Focuses on sustainable materials and non-toxic finishes. Produces wooden puzzles, craft sets, and decorative educational items. Wenzhou has a deep manufacturing tradition in arts and crafts, giving local factories strong finishing and detail capabilities.

Custom and Specialty Toy Manufacturers

Jinjiang Jiaxing Group Co., Ltd.

Location: Jinjiang, Fujian Specialties: Custom toy solutions, eco-friendly toys

Offers custom product development services and has positioned itself in the growing eco-friendly toy segment. Fujian-based manufacturers are less common in the toy space than Guangdong factories, which can mean less competition for factory capacity during peak seasons.

Shantou Dihua Trading Co., Ltd.

Location: Shantou, Guangdong Specialties: Children's toys, educational products (broad range)

A trading company with strong export capabilities and international market knowledge. Can source across multiple factories in the Shantou region to fulfill diverse product requirements. Note that trading companies add a layer between you and the factory, which can simplify logistics but reduces your direct control over production.

Yiwu Changjie Trading Co., Ltd.

Location: Yiwu, Zhejiang Specialties: Budget-friendly toys across multiple categories

Based in Yiwu, China's largest small commodities wholesale market. Specializes in affordable, high-volume toy products. Yiwu-based suppliers are known for low MOQs and fast turnaround, making them popular with smaller importers and e-commerce sellers. Be aware that Yiwu is a trading hub, so verify whether you are dealing with a manufacturer or a middleman.

How to Vet a Chinese Toy Manufacturer

Finding a factory is the easy part. Verifying that it can consistently produce safe, compliant toys is where most sourcing projects succeed or fail. Here is what we recommend based on our experience helping thousands of clients source products from China:

Verify the Factory Is Real

Request business licenses, verify a physical address, and confirm the factory's existence through satellite imagery or a third-party verification service. Trading companies sometimes pose as manufacturers, which adds cost and reduces your control over quality.

Check Safety Certifications

For toys sold in the U.S., you need at a minimum CPSC compliance, CPSIA testing, and ASTM F963 certification. For the EU, look for EN 71 compliance and CE marking. Ask for copies of current test reports from accredited labs (SGS, Bureau Veritas, Intertek), not just certificates. Certification requirements vary by importing country, so confirm the specific standards for your market before production begins.

Request Production Samples, Not Showroom Samples

Senior technicians often make showroom samples with premium materials. Production samples from an actual production run give a much more accurate picture of what you will receive at scale.

Conduct a Factory Audit

Visit the factory yourself or hire a third-party auditor to assess production capacity, worker conditions, quality control processes, and material sourcing. Cosmo Sourcing's factory audit service includes on-the-ground inspections across China and Vietnam.

Start With a Trial Order

Before committing to a large production run, place a smaller initial order to test the factory's communication, quality consistency, and shipping reliability. This is the single most effective way to evaluate a supplier before scaling up.

When to Consider Vietnam Instead

China remains the strongest option for complex electronic toys, high-precision plastic injection molding, and products that require deep component supply chains. But for certain toy categories, Vietnam has become a serious alternative.

Vietnamese factories are particularly competitive in the production of wooden toys, plush toys, and eco-friendly products. These categories rely on hand assembly, natural materials, and textile skills, all areas where Vietnam's workforce excels. LEGO's billion-dollar factory investment in Vietnam signals the country's growing credibility in the toy space.

Vietnam also benefits from trade agreements, including the CPTPP and EVFTA, which reduce or eliminate tariffs on Vietnamese goods entering many major markets. Given the ongoing volatility in trade policy (the tariff landscape for Chinese goods has shifted multiple times in the past year alone), more buyers are adopting a China+1 strategy to spread risk across multiple sourcing countries.

Tariff rates on toys vary significantly depending on your importing country and the current trade environment. Check the latest rates for your specific market before making sourcing commitments, as these can change quickly.

For a detailed comparison of both countries' strengths and limitations, see our Vietnam vs. China sourcing guide. If you want to explore toy manufacturers beyond China, we cover global options in a separate guide.
