Why Vietnam for Footwear Manufacturing
Vietnam didn't become the world's number-two shoe exporter by accident. The shift began in the early to mid-2010s when Nike, Adidas, and Puma started closing footwear factories in China and relocating production south. In our experience working with over 4,000 sourcing clients since 2012, we've watched this transition accelerate year after year.
Today, Nike operates approximately 63 footwear factories in Vietnam, producing over half its global shoe output there. Adidas has around 70 footwear factories in the country, concentrated primarily in Dong Nai province. Crocs sources roughly half its production from Vietnam, and brands like Vans, Timberland, Skechers, and Under Armour all maintain significant manufacturing footprints here.
Several factors drive this:
Labor costs: As of January 2026, Vietnam's minimum wage ranges from approximately $141 to $210/month, depending on region (Region IV to Region I), roughly half of comparable Chinese manufacturing zones. Average footwear worker wages are higher due to overtime and skill premiums, but total labor costs remain significantly below those in China's coastal provinces.
Production quality and scale: Vietnamese factories produce everything from high-performance athletic shoes to premium leather dress shoes, with monthly production volumes exceeding 100 million pairs across the industry.
Trade agreements: Vietnam is party to the CPTPP, EVFTA (EU-Vietnam Free Trade Agreement), RCEP, and UKVFTA, which reduce or eliminate tariffs on footwear exports to Canada, the EU, Japan, the UK, South Korea, and other markets.
Raw material access: Vietnam is the world's third-largest rubber producer, and its proximity to China, South Korea, and Taiwan provides reliable access to leather, synthetic materials, and components.
What Types of Shoes Are Made in Vietnam
Vietnamese factories manufacture virtually every category of footwear:
Athletic and performance sneakers (the dominant category, given Nike and Adidas volumes)
Casual sneakers and lifestyle shoes
Leather dress shoes and oxfords
Loafers and boat shoes
Sandals and slippers

The strongest specialization is in athletic and sports footwear. If you're sourcing performance sneakers or casual athletic shoes, Vietnam's factory ecosystem is arguably the best in the world for this category, given the decades of knowledge transfer from Nike and Adidas operations.
Where Footwear Factories Are Located
Vietnam's shoe factories are concentrated in the southern region, with roughly 70% of the industry's output and export turnover coming from the area surrounding Ho Chi Minh City. We've traveled to footwear factories across the country, from Dong Nai in the South to Thanh Hoa and Hai Phong in the North, and the density and quality of the southern cluster are noticeably stronger for most footwear categories.

Dong Nai Province is the single largest footwear manufacturing hub in Vietnam. This is where the highest concentration of large-scale OEM factories for Nike, Adidas, and other athletic brands operates. Major manufacturers, including Pou Sung, Taekwang Vina, Chang Shin, and Feng Tay, all have major facilities here.
Ho Chi Minh City supports a more diverse production scene, ranging from mid-range fashion lines to specialty and small-batch footwear. The city's network of sourcing agents, sample studios, and flexible workshops makes it practical for both bulk and niche orders.
Binh Duong Province is known for ODM and private-label production, particularly loafers, dress shoes, and casual footwear. TBS Group and Kingmaker both operate here. Other notable areas include Hai Phong, Long An, Tien Giang, Hai Duong, and Binh Phuoc, which together round out the top ten footwear-exporting provinces.
US Tariffs on Vietnamese Footwear
US tariff policy on Vietnamese goods has changed multiple times since April 2025 and continues to shift. Rather than publishing rates that may be outdated within weeks, here's what you need to know:
Vietnamese footwear enters the US subject to standard MFN (Most Favored Nation) duty rates based on the shoe's specific HTS classification, plus any additional tariffs in effect at the time of import. MFN rates for footwear vary widely, from free to over 37%, depending on construction, materials, and intended use. Additional tariffs layered on top of MFN rates have fluctuated between 10% and 46% over the past year, depending on the policy in effect at any given time.
On February 20, 2026, the US Supreme Court struck down the IEEPA-based reciprocal tariffs that had been in effect since August 2025, and the administration responded within hours with new tariffs under different legal authority. This is the kind of rapid change that has defined the past year of US trade policy.

For non-US markets, Vietnam's free trade agreements (EVFTA, CPTPP, RCEP) provide significant tariff advantages for exports to the EU, Canada, Japan, the UK, and South Korea. These were unaffected by the US tariff changes.
How to Find and Vet Shoe Suppliers in Vietnam
After sourcing more than 10,000 products across Southeast Asia, here's the process we recommend. One thing we've learned while working specifically with Vietnamese footwear factories: the sourcing process in Vietnam differs from that in China. Factories here tend to be more relationship-driven, less responsive to cold outreach, and the best ones often don't have polished English websites. Going in with realistic expectations saves time and frustration.
Step 1: Prepare Your Tech Pack
Before contacting any factory, you need detailed specifications: sketches from every angle, a bill of materials listing every component (upper material, lining, outsole compound, eyelets, laces), size grading, colorways, and any compliance requirements (REACH for EU, ASTM for US). Factories take you seriously when you arrive with a professional tech pack. Vague requests get vague quotes.
Step 2: Identify Potential Suppliers
There are several channels for finding footwear factories in Vietnam:

Trade shows: The International Footwear and Leather Products Exhibition (IFLE) in Ho Chi Minh City is the largest annual event. The Vietnam International Leather and Shoes Industry Exhibition is another option. These provide face-to-face access to major manufacturers.

Step 3: Request Samples and Evaluate
Once you've shortlisted 3-5 factories, request samples and expect to pay for them (typically $50-200 per pair, depending on complexity). Evaluate construction quality, material accuracy, finish, and how closely the sample matches your tech pack. This is also when you assess communication responsiveness and willingness to iterate.
Step 4: Negotiate MOQ, Pricing, and Terms

Step 5: Production and Quality Control
During production, schedule at least one in-line inspection and a pre-shipment inspection. Third-party QC companies operate throughout Vietnam, or your sourcing partner can manage this on your behalf. For US and EU exports, verify that the factory holds the relevant compliance certifications (e.g., ISO 9001, BSCI, SA8000, or similar).
MOQs for Shoe Manufacturing in Vietnam
Minimum order quantities vary widely depending on factory size and specialization:
Small to mid-size factories: 500 to 3,000 pairs per style/color. These factories are more flexible and better suited for startups and emerging brands.
Large OEM factories (the ones supplying Nike, Adidas, etc.): 5,000 to 10,000+ pairs per style/color. Production capacity is massive, but they typically don't take small orders.
Lead times: Expect 45 to 90 days from sample approval to shipment, depending on order complexity and materials sourcing.
MOQs are often negotiable, especially for repeat orders or when working with a sourcing partner with existing relationships. From our experience, getting below 1,000 pairs per style is genuinely difficult in Vietnam. We can sometimes negotiate lower MOQs for clients, but there's a trade-off: the factory will typically require you to use an off-the-shelf sole rather than a custom mold. Custom sole tooling is a significant upfront investment, and factories won't absorb that cost for small runs if your design requires a unique outsole. Plan for MOQs of 1,000 to 3,000 pairs to make the economics work for both parties.

The following is a list of established footwear manufacturers operating in Vietnam. These range from massive Tier 1 suppliers for global brands to mid-size factories that work with independent labels.
An important note: Vietnam has over 2,200 footwear factories. This list covers the biggest and most well-known names, but there are hundreds more manufacturers that don't appear on any English-language list. In our experience, the best factory for your specific project probably isn't on this list. The large factories listed below often have high MOQs and are geared toward major brand contracts. The factory that's the right fit for your product type, volume, price point, and timeline is more likely to be a mid-size operation that excels in your specific category but doesn't have an English website or a presence on Global Sources. Founded in 1980 in Taiwan, Kingmaker is publicly traded on the Hong Kong Stock Exchange. They produce for CAT, Chaco, Merrell, Wolverine, Palladium, Jack Wolfskin, and Helly Hansen, among others. Their Vietnam facilities underwent modernization in 2014 and specialize in casual, rugged, and lifestyle footwear, including children's shoes.
Alena Footwear Company
Location: Thanh Hoa Province | Capacity: 24 million pairs/year | Employees: 10,000
Owned by Hong Fu Footwear Corporation (Taiwan), Alena operates a facility covering nearly 100,000 square meters. Established in 2014, it's one of the highest-capacity single-site footwear operations in northern-central Vietnam.
Properwell Group
Location: Quang Ngai Province (HQ originally Hong Kong) | Employees: 1,800+ across four factories
Founded in 1988, Properwell specializes in women's footwear, including high-end luxury shoes, sandals, and heels. They relocated their primary operations to Vietnam in 2016, investing $24 million. Their Vietnamese factory is their largest globally, spanning over 10 hectares.
Horng Shin Footwear
Location: Vietnam (multiple facilities) | Capacity: 2+ million pairs/year
Two decades of operation, specializing in shoe soles, cycling cleats, safety shoes, and medical footwear, in addition to standard production. They provide quality control services and manage international shipping logistics. A good option for specialty and niche footwear categories.
Aleron Vietnam Footwear Co., Ltd.
Location: Thanh Hoa Province (Hoang Long Industrial Zone) | Capacity: 18+ million pairs/year | Employees: 9,000+
One of the fastest-growing footwear companies in Vietnam is relatively young. Their 234,000+ square meter facility focuses almost exclusively on sports shoes, with Puma and Clarks among their major clients.
An Lac Footwear Joint Stock Company
Location: Ho Chi Minh City | Capacity: 12 million pairs/year | Employees: 8,000
Operating since 1987 with over 35 years of experience. An Lac produces a high volume of slippers (3 million pairs/year) and guarantees a daily output of 10,000 pairs. Owned by BS Footwear Company (South Korea).
Dong Hung Group
Location: Binh Duong Province | Capacity: 10+ million pairs/year
Over 25 years of experience specializing in sports footwear. Major clients include US Polo, Superga, and Marks & Spencer. The group also owns Hiep Tri Shoes, Duy Hung Shoes, and Dong Hung Industrial. Innolux Group
Location: Binh Thuan Province (European-owned) | Capacity: 500,000+ pairs/year | Employees: 1,600+ in Vietnam
Founded in Vietnam in 1996, Innolux is the only European-owned footwear manufacturer in the country.
