Vietnam's toy output falls into three main categories.
Plastic Toys
This is the largest segment. Factories across northern and southern Vietnam produce injection-molded action figures, die-cast vehicles, playsets, promotional restaurant toys, and licensed character products. Mattel's Hot Wheels line and Hasbro's Transformers range both have significant production in Vietnam. If your product involves injection-molded plastic, Vietnam has the tooling and assembly capacity to handle it.
Plush and Stuffed Toys
Vietnam is a major base for plush manufacturing. Factories produce stuffed animals, character plush, branded collectibles (including Squishmallows and Jellycat products), and soft toy accessories. The plush segment benefits from Vietnam's strong textile and sewing infrastructure, the same workforce and supply chain that supports the country's massive garment export industry.
Wooden and Educational Toys
A smaller but well-established segment. Vietnamese factories produce wooden puzzles, building blocks, abacus sets, ride-on toys, and Montessori-style educational products. IKEA's LILLABO toy vehicle line is manufactured in Vietnam. Most wooden toy production is concentrated around Ho Chi Minh City and the southern provinces, often in factories that also produce wooden furniture and homeware.
Why Toy Brands Are Moving Production to Vietnam
The shift is already well underway. LEGO opened a $1 billion factory in Binh Duong Province in 2024, powered entirely by renewable energy, with production ramping through 2025. Mattel has been expanding its Vietnam contract manufacturing network since around 2018, with multiple OEM partners producing Hot Wheels and other lines across northern and central Vietnam. Hasbro works with several dedicated OEM factories in both the north (Ha Nam, Hai Phong) and the south (Ho Chi Minh City area).
The reasons are practical. Vietnam offers lower labor costs than China for labor-intensive assembly, a young and trainable workforce, and improved factory infrastructure. Tariff considerations also play a role: duties on toy imports vary by origin country and change frequently, so buyers should check the latest rates for their specific market before making production decisions. Trade agreements such as the CPTPP and EVFTA give Vietnam preferential access to markets across the Asia-Pacific and Europe.
Vietnam has roughly 100 export-capable toy factories compared to China's estimated 5,000 to 10,000. That means less choice, but the factories that do operate at export scale tend to be well-run operations with international certifications, because they built their businesses around serving global brands rather than high-volume domestic consumption.
Where Toy Manufacturing Is Concentrated
Vietnam's toy factories cluster in a few key regions, and understanding the geography matters when planning factory visits or evaluating logistics.
Northern Vietnam (Hai Phong, Ha Nam, Nam Dinh, Thai Binh)
The north is the center of Vietnam's plastic toy manufacturing. Most of Hasbro's and Mattel's contract manufacturers operate here, shipping through Hai Phong port. Factories in this region tend to be larger, more industrialized operations focused on high-volume plastic injection molding and assembly. Thai Binh Province is home to Cotec Plastic, one of Vietnam's most established figurine manufacturers. I have visited factories across the northern provinces, including in Hai Phong and the surrounding industrial zones, and the infrastructure has improved noticeably over the past several years.
Southern Vietnam (Binh Duong, Ho Chi Minh City, Vung Tau)
The south has a broader mix: wooden toys, plush manufacturing, and some plastic production. LEGO's billion-dollar factory is in Binh Duong. Many plush and stuffed toy manufacturers ship through Vung Tau (also listed as Cat Lai/Tan Cang in some shipping records). Ho Chi Minh City and the surrounding provinces are where you will find most wooden toy producers, along with smaller specialty manufacturers.

What to Know Before Sourcing Toys from Vietnam
Safety Certifications Are Non-Negotiable
Toys face some of the strictest product safety requirements of any consumer category. Depending on your target market, you will need compliance with EN 71 (Europe), ASTM F963 (United States), CPSIA lead and phthalate limits (United States), or equivalent standards in other markets. Any factory you work with should already have experience producing to these standards and be able to provide test reports from accredited labs. If a factory cannot show you recent, relevant test reports, that is a serious red flag, and you should not proceed with them regardless of pricing.
MOQs and Lead Times
Most export-capable toy factories in Vietnam set MOQs between 1,000 and 5,000 units per SKU, though this varies significantly by product complexity. Injection-molded plastic toys with custom tooling will have higher minimums (often 3,000 to 5,000+ units) because of mold costs. Plush toys can sometimes start lower. Lead times typically run 60 to 90 days after sample approval, plus tooling time for new molds.
Where Vietnam Fits (and Where It Does Not)
Vietnam is a strong fit for plush and stuffed toys, wooden educational products, and plastic toys, where you are working with a brand that already has established OEM relationships there. It is also increasingly viable for new-to-market brands seeking an alternative to China, especially for products that do not require highly complex electronics or mechanisms.
Vietnam is not yet a replacement for China in every toy category. Complex electronic toys, toys with intricate mechanical features, and products requiring a very broad supplier ecosystem (dozens of sub-components from different specialized factories) are still easier to source in China, where the supply chain depth is unmatched. That gap is narrowing, but it is honest to say it still exists.
